The kernel corn is used to create the dust that makes the bean bags slide on the cornhole board. The duck cloth is used because it is very durable and allows that dust from the corn to come through.

What is Cornhole?
Cornhole is a game where the object is to throw a bean bag into a hole cut out of a board across from you. Very similar to horseshoes expect your tossing bean bags instead of metal shoes. The object of the game is to get to 21 points before your opponents. The Rules to the game are fairly simple.
What do I need to Play Cornhole?
There are only two things you need to start playing the game.
1. 8 Cornhole Bags (2 sets of 4 bags that are different colors so you don't mix
up which bean bags your threw.) There are a lot of sites out there that offer
customizable bags. Try to find ones made of duck cloth as they will last the
longest.
2. Two Cornhole Boards. Preferable regulation size which are 4' X 2'.
Why do you use kernel corn and duck cloth?
Make sure you look for duck cloth when choosing your bags. It is the most durable fabric for the game.
Customized boards are a great way to go. Make sure you find one you like as they will last a long time.
